The act was passed on the basis of European directives that are protecting posted workers, but it is very restrictive to the companies that are making their profits abroad. The most controversial article is the one about allowing companies to carry out transnational services only if they make at least 25% of their yearly profit on the domestic market. Later, the article regarding % of profit was changed into working hours  – 80% of all (not only posted workers) employees’ working hours have to be conducted in the Republic of Slovenia. This represents a big problem for companies that have the majority of their workers on worksites all over the world.


Finance Committee is preparing a comment on the Transnational Provision of Services Act in cooperation with companies, affected by previously mentioned Act.


The main focus of the Committee remains a favorable tax environment, while also raising awareness about new technologies that are changing and will change the finance sector, for example blockchain.
