Gaber Kontelj, SIEMENS d.o.o., co-chair of the Public Procurement Committee





Gaber Kontelj is a lawyer with state legal examination and MBA degree. His career encompasses 14 years of working experience out of which 10 years in managerial positions (as head of legal and HR department at Belinka/Helios group and Siemens Slovenia). At the moment, he works as a General Counsel at Siemens Slovenia and is appointed Procurator and Local Compliance Officer at the same company. Mr. Kontelj is an active member at several committees, e. g. at Chambers of Commerce and Industry of Slovenia, Association of Employers of Slovenia and especially Slovenian Corporate Lawyers Association, where he took the role of chairman at the end of 2014. Mr. Kontelj is a specialist in several legal areas, e. g. in corporate, contractual and labor law. Besides, his work is constantly enriched with the challenges from public procurement and anti-corruption areas.

Aleš Avbreht , Law Office Avbreht, Zajc & Partners, co-chair of the Public Procurement Committee





Aleš Avbreht is an Attorney at Law and managing partner of the Law office Avbreht, Zajc & Partners. He and the law office specialize in public procurement law and public private partnerships as well as on the fields of corporate law and corporate governance, M&A and other aspects of business transactions.

Mr. Avbreht has 20 years of working experience, out of which he has been managing the law office for 14 years. Beforehand he acted as a deputy of a general manager of a medium sized company in energy and telecommunication sector. He is a co-chair of Public Procurement Committee at AmCham and through the law office, he manages, a member of international liaison of independent legal firms, called Warwick Legal. He steadily lectures at law seminars and congresses, particularly in the field of public procurement and public private partnership. Mr. Avbreht has been certified by the Slovenian Directors’ Association (SDA) to be the expert for Supervisory and Management Boards of companies.





Public Procurement Committee goals 2015:

– transmission of EU directives on PP into national legislation with estimation of good practices and common sense;

– identification of good practices and enabling them to be performed in daily practice on PP in the republic of Slovenia;

– encouraging expert interaction between members of PP Committee;

– reacting on excess and bad practices on PP.
